Even though few murders were attributed to the Dayton gangs, a number of assaults were. Most people could avoid being victimized by the Dayton gangs unless they got into a personal beef with one of the gang's members. In the summertime, the City of Dayton Parks and Recreation sponsored the "Soul Mobile" in the area parks. The concerts would bring out kids from every neighborhood. The gang leaders would have to declare "no colors!" during the concerts, in order to keep the crowds and the entertainers safe. So that the city would continue the events, they would, virtually enforce security, and prevent any trouble from breaking out. (until after the event :)
